The shareholders of WFG are the county's ten municipalities, the County of Heinsberg itself and the Kreissparkasse (savings bank) Heinsberg.
Besides the annually held shareholders' meeting, the WFG management also reports regularly to a supervisory board in which each shareholder is represented with power to vote.
